The new Prime Minister’s Decree signed on the night of March 8 imposes a further tightening of measures to cope with the emergency caused by the Covid-19 coronavirus outbreak. The measures are valid until April 3, 2020, and affect partly the new red zone (the entire region of Lombardy and the provinces of Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro and Urbino, Alessandria, Asti, Novara, Verbano-Cusio-Ossola, Vercelli, Padua, Treviso, and Venice) and partly the entire national territory.

The decree imposes the suspension of the opening to the public of all museums and places of culture, throughout the country. Also valid for the whole of Italy is the suspension of congresses, meetings, gatherings and social events involving health personnel or personnel in charge of the performance of essential public services or public utilities. Suspended demonstrations, events, shows of any kind, including cinema and theater, suspended the activities of pubs, dance schools, amusement arcades, betting halls, bingo halls, discos and assimilated premises. Suspended sporting events of all kinds and disciplines held in any place both public and private (allowed instead the holding of events behind closed doors or outdoors without the presence of the public). Suspended teaching of schools of all levels and universities, suspended educational trips, exchange or twinning initiatives, guided tours, educational outings. Regarding the red zones, the decree indicates to avoid any movement of physical persons in and out of the territories subject to the restrictions, except for travel motivated by proven work needs or situations of necessity or travel for health reasons (allowed to return to one’s home). Those with symptoms of respiratory infection and fever over 37.5° are recommended to stay at home and limit social contacts as much as possible by contacting their doctor. Absolute ban on mobility from home for those under quarantine. In the red zones suspended events of any kind (cultural, recreational, sports, religious, fairs), while bars and restaurants are open only from 6 a.m. to 6 p.m. with the obligation to prepare conditions to ensure interpersonal safety distance of at least one meter.
