Signed two decrees for 40 million euros to support the entire publishing industry. More than 13 million euros to support authors, artists and agents.

MiBACT Minister Dario Franceschini this morning signed two implementing decrees worth a total of 40 million euros to support bookstores and the entire publishing industry. The measures enhance the bookstore tax credit and strengthen the purchase of books by libraries open to the public.

“These measures,” Franceschini said, “triple the impact of the libraries tax credit and introduce extraordinary resources for book purchases by state libraries, regions, local authorities and cultural institutions. This is the fastest way to directly and indirectly support the entire struggling book supply chain, from libraries to bookstores to publishers to distributors to authors.”



The 40 million euros are divided, as mentioned, into two decrees: the first, worth 10 million euros, which reinforces the bookstore tax credit, the measure introduced in 2017 to support bookstores, especially the smallest and most independent ones, through a tax credit parameterized to the amounts paid for Imu, Tasi, Tari, advertising tax, public land occupation tax, rental expenses, mortgages, and employee social security and welfare contributions.

The second, worth 30 million euros, which provides for an extraordinary purchase of books by state libraries, regions, local authorities, and cultural institutes, which will be able to enrich catalogs by purchasing 70 percent of new volumes in at least 3 bookstores in their territory. Specifically, the resources are allocated to libraries for the purchase of books up to a maximum of 1,500 euros for libraries with a book heritage of up to 5,000 volumes; 3,500 euros for libraries with a book heritage of more than 5,000 volumes and up to 20,000 volumes; and 7,000 euros for libraries with a book heritage of more than 20,000 volumes.

MiBACT has also published on the website of the Directorate General for Libraries and Copyright (at this link) the decree of the director general with the procedures for submitting applications for access to the benefits provided by the Cura Italia decree for authors, performing artists and agents: more than 13 million euros to support them. Completed applications must be submitted by July 3, 2020.
