Germany also introduces Culture Bonus: 200 euros to new 18-year-olds

In 2023 in Germany, all young people who turn 18 will receive a €200 bonus with the aim ofencouraging young people to experience culture locally. “We want to pave the way for culture,” said German Culture Minister Claudia Roth. “For two years young people have not been able to experience live culture because of the pandemic, and the culture industry has also been particularly affected by the pandemic. It is still struggling with a dramatic decline in audiences,” reads the note posted on the federal government’s website.

In order to support both young people and culture, the federal government will therefore introduce in Germany the so-called Kulturpass, a Culture Bonus following the example of other European countries, such as Italy(18App, a 500 culture bonus for new 18-year-olds), France and Spain. It is scheduled to begin next year and will initially target all young people in Germany who will turn 18 next year. According to the Federal Statistical Office, this will be about 750,000 people. The federal government is providing 100 million euros for the pilot project: this was decided on November 10, 2022 by the Budget Committee of the German Bundestag. The funds come from the budget of the Minister for Culture and Media.

The Kulturpass will make it possible to buy tickets for concerts, theater and film performances, museums and exhibitions, as well as books and vinyl records. Cultural operators will be able to register on the dedicated platform to propose their cultural offerings, limited to local. Large sales platforms and online mail-order companies are excluded.

Kulturpass is expected to kick off in the second quarter of 2023. If successful, in a second phase the program may be opened to young people aged 15 to 17.
