Restoration of works of art, construction sites reopen from today: government FAQ brings clarity

Restoration sites reopen today. The government has provided clarity through the FAQ.

The government gives the green light to restoration sites, after the entire sector had expressed deep concerns about the content of the April 26 dpcm, which excluded from phase 2 all activities included under Ateco code 90, namely “Creative, artistic and entertainment activities,” in which, however, restoration businesses, classified under code 90.03.02, are also included. Instead, construction sites, which fall under codes 41 and 42 (construction of buildings and civil engineering), could reopen.

In fact, a clarification on the continuation of conservation and restoration activities of works of art was published on the FAQ related to the dpcm, which goes into the substance of the issue raised by the trade associations. The response to the FAQ states that “restoration activities are allowed, aimed at the conservation of works of art such as paintings, frescoes, sculptures, mosaics, tapestries, and archaeological goods.” These activities, the text continues, “are not in fact substantially reducible to recreational or artistic profiles under Ateco code 90.0, being instead attributable to the activities assented in Annex 3 of Presidential Decree April 26, 2020 of the restoration of historic and monumental buildings (41.20), of the wood industry (16), of architecture, engineering, testing and technical analysis (71) and other professional, scientific and technical activities (74) as well as the repair of movable property (95).”
