The minister also spoke on the issue of additional services: the minister’s goal is to decrease the share of concessionaires who currently manage services such as ticketing, bookshops, education, and more. “Enhancement and protection are two sides of the same coin,” the minister said. “For decades we have been far ahead on the issue of heritage protection but we have been far behind on the issue of valorization. For example, the Louvre does research, training, scientific activity, protection but it also does marketing, and with those resources it finances scientific activity. That’s what we have to get to, increasing the share of additional services and decreasing the share of concessionary companies. What we are doing is regularizing the tenders, in fact the tenders entrusted to Consip have started. Then we have Ales to which we have also entrusted in its corporate name the possibility, as in France, to be manager of the additional services in house and therefore with a function to lower prices.”

On the minister’s part, there is also a willingness to restore the autonomy of the three museums (Academy Gallery, Etruscan Museum of Villa Giulia and Appia Antica Archaeological Park) that had been “degraded” by the Bonisoli counter-reform. “The reason why those three great museums had lost their autonomy,” Franceschini said, “stemmed from a need to distribute managerial roles differently. Now we have found a way with a regulation to increase the number of managers in the ministry: we are working on an implementing dpcm and within a few days the work will be completed. So the first step will be to return autonomy to those three museums. The problem is solved.”
