The Capitoline Council has approved the 2024-2030 Management Plan for the World Heritage Site"Historic Center of Rome, the extraterritorial properties of the Holy See in the City and St. Paul Outside the Walls." The drafting of this plan was coordinated by the Capitoline Superintendency and is of great importance for the protection of Rome’s monumental heritage, which is recognized by UNESCO as being of world interest.
The historic center of Rome, an area of almost 1,500 hectares, includes a unique set of archaeological monuments, churches, palaces, parks, historic villas, fountains, streets and squares, the result of millennia of stratification. Inscribed on the UNESCO World Heritage List in 1980, the planning of actions for the protection and enhancement of the area must follow nationally and internationally developed guidelines. Since 2023, the Unesco Site has been flanked by a “Buffer Zone,” a buffer zone that protects the Site and acts as a bridge between it and the outlying areas of the city.
The Management Plan has as its mission the preservation of the Site’s “Outstanding Universal Value,” a prerequisite for its inclusion in the Unesco Heritage List. This Plan, an update of the one approved in 2016, is a guide for the correct interpretation of the Site’s characteristic values, combining conservation, growth and socio-economic development of the city, balancing the interests of the different stakeholders operating within it.
“Rome is an extraordinary and unique city in the world for its millennial history, for the richness, variety and artistic quality of its monuments, for its cultural tradition and also for its intangible heritage, and the inclusion of its historic center in the list of UNESCO World Heritage Sites is a real feather in its cap,” said Culture Councilor Miguel Gotor. “The adoption of the new Management Plan is a fundamental step to be able to reconcile the protection and preservation of heritage with the development of the modern city, finding a balance between tradition and technology and public and private interests, aiming to overcome possible risk factors that could jeopardize the exceptional universal value recognized to Rome by Unesco.” “That of proper and careful management of the Unesco Site of Rome is a challenge that we are facing with determination and commitment, aware also of our responsibility to future generations,” the Councilor added.
The 2024-2030 Management Plan has four main objectives: Conservation, Enhancement, Sustainability and Communication.
Conservation of Heritage, Natural Landscape and Urban Landscape, mitigating the negative effects of human activity on decorum, enhancing knowledge tools for the preservation of Urban Landscape and Natural Landscape;
Enhancement of the Site’s tangible and intangible heritage, its history and cultural identity also in coordination with initiatives coming from the local community, to be increasingly involved in decision-making processes;
Support for the development of sustainable tourism, through close coordination among the multiple actors in the sector so as to enhance the identity values of the Site and at the same time relieve the anthropic pressure on it, encouraging effective regulation of the accommodation system in order to safeguard the fabric of the city and the life of the community;
Promotingawareness of the Site by fostering its coordinated communication with that of the various territorial institutions and promoting capacity building and training programs for employees.
The Management Plan will have to be approved by the relevant bodies of the Holy See before being submitted to the UNESCO World Heritage Center in Paris.
