M5S-Pd government draft: culture relegated to a completely marginal role

It is relegated to item 24 (out of 26) culture in the draft Movimento 5 Stelle - Partito Democratico government program that was finalized by the two parties’ bridges and released today by the M5S. The document represents a draft and is therefore still subject to change. In the document, titled “Programmatic guidelines for the formation of the new government - Working Draft summarizing the programmatic lines that the President of the Council in charge is integrating and defining,” it says, in point 24, that “it is necessary to promote the multifaceted paths of tourism, enhancing the richness of our natural, historical, artistic heritage, also through the recovery of the most ancient cultural identities and local traditions.”

Culture, in short, is still entitled to an ancillary role with respect to tourism; moreover, there is no mention of protection, only enhancement (and consequently a very important part of the work of the Ministry of Cultural Heritage is ignored).

The rest of the document traces, albeit in a different order and in a more in-depth form, the programmatic points of the M5S parliamentary groups that had been submitted in recent days to the Prime Minister in charge Giuseppe Conte and from which culture was completely absent.

In order, the new points are: Expansionary economic policy cwith neutralization of the VAT increase (1), reduction of labor rates, minimum wage, law on union representation, fair compensation, plan for work injuries and law on equal gender equality in wages (2), investment in young people (3), protection of personal rights and removal of social, territorial and gender inequalities (4), green new deal (5), strengthening policies on hydrogeological disruption and accelerating the reconstruction of earthquake areas (6), strengthening the research system (7), investment in infrastructure (8), social cohesion (9), cutting the number of parliamentarians (10), conflict-of-interest law (11), shortening justice time (12), combating mafias and tax evasion (13), tax reform with simplification and lowering the tax burden (14), new migration policies and updating the security discipline (15), investment plan for the south (16), differentiated autonomy (17), protection of savings (18), protection of common goods such as schools, public water, health and infrastructure (19), digital citizenship (20), innovation and digitization of public administration (21), tax fairness (22), protection and enhancement of defense personnel, law enforcement and firefighters (23), promotion of tourism and enhancement of natural, historical and artistic heritage with recovery of cultural identities and local traditions (24), strengthening exports (25), and Rome as a more attractive, more livable and more sustainable capital city (26).

The program, published in full by several newspapers, was submitted today for a vote by members of the Rousseau platform, who approved the Pd-M5S alliance with a 79 percent majority.
