Franceschini clears Bonisoli: unblocked circulation of works under 13,500 euros

The second was the activation of theregistry of the international circulation of cultural works, which was supposed to ensure the management of all goods in transit on the national territory, through the issuance of a “passport” lasting five years.

The Bonisoli decree had made the possibility of circulating works with self-certification conditional on the adaptation of the Export Offices System to implement the registry: the idea, in fact, was to have full control over what would be presented with self-certification. The problem, however, is that the registry is still waiting to be born, and in fact, with the Bonisoli decree, the new regulations could not come into effect. The Franceschini decree, by abolishing the paragraphs introduced by Bonisoli, effectively resolved the situation by unblocking the circulation of works worth less than 13,500 euros. The new decree then stipulated that by December 31, however, the technical specifications necessary for the activation of the electronic passport provided for in the May 17 decree must still be adopted.
