The decision not to hold official ceremonies or solemn inaugurations was made centrally by the General Directorate of Archives, in coordination with the Ministry of Culture, in order to ensure uniformity of behavior throughout the country. So the intent, according to Tarasco, is not at all to reduce the impact of the celebration, but rather to harmonize the memory of the Liberation with the grief for the passing of such a symbolic figure as the pope.
