The new Federculture National Collective Bargaining Agreement was signed in Rome, a long-awaited step that operationalizes the measures provided for in the renewal for the three-year period 2022-2024 and, at the same time, marks the start of a new negotiation phase for the following period. The signing took place on April 30 at the WeGil space, at the end of discussions between the Federculture Negotiating Committee and the trade unions FP CGIL, CISL FP, UIL FPL and UIL PA. With the agreement, a series of interventions come into effect that concern both the economic and normative plan, with particular attention to professional grading and welfare tools. In fact, the renewal introduces an overall increase of 7.5 percent in the minimum pay scale, effective Dec. 1, 2024, an element that directly affects the salaries of workers in the sector. This increase is accompanied by a strengthening of the contractual welfare system, which helps broaden the overall economic impact of the renewal.
Among the most significant measures is the intervention onsupplementary health care. The planned contribution is doubled to 28.17 euros per month for each permanent worker. The increase in support for health welfare is one of the qualifying aspects of the agreement and contributes to bringing the overall increase above the 8 percent threshold, considering all the economic components introduced.
One of the central chapters of the contract concerns the revision of the personnel classification system, considered among the most relevant innovations of the renewal. The new system maintains the division into three areas but significantly intervenes on the levels, which are reduced and reorganized according to a simpler and more readable structure. The stated goal is to make classifications clearer and to facilitate the definition of career paths within the sector, in a context characterized by an increasing complexity of the skills required in the cultural sector.
In the transition to the new system, full safeguarding of individual salaries is guaranteed. In fact, to protect workers already in the workforce, a specific non-reabsorbable economic component is provided, designed to avoid penalties resulting from the reorganization of classifications. This mechanism makes it possible to accompany the transition to the new model while keeping acquired salary levels unchanged.
The agreement represents the culmination of a negotiation process that has involved the social partners on issues central to the culture sector, but at the same time marks the beginning of a new phase. In fact, the signatory parties have already set the date of May 26 to reopen the confrontation in view of the renewal for the three-year period 2025-2027. The decision to immediately start the next negotiation indicates the will to give continuity to the work done and to address the new challenges of the sector in a timely manner.

The effectiveness of the action we are taking is confirmed by the data that tell us that in the last year alone its application in the sector has progressed by 30 percent. This renewal represents, therefore, a decisive step for the sector, because it combines concrete economic results, new protections and a long-awaited reform of the grading system, leaving no one behind. It is the fruit of shared work that has seen the main trade union organizations engaged and confirms that culture is a strategic sector, not only for the country’s identity but also for its economic growth. We have chosen to invest in labor, welfare and perspective, and precisely for this reason we have already made a commitment to immediately open the confrontation for the next renewal, with the aim of giving continuity to this path and arriving at a contract that is increasingly representative of the entire cultural sector.
