Finally published on the Ministry of Public Administration’s Recruitment Portal is the Ministry of Culture’s new competition for the recruitment, on a regional basis and by examinations, of 1,800 non-management staff to be placed on a full-time, permanent basis in the Assistants Area. The initiative, managed by the RIPAM Commission and Formez PA, aims to strengthen the administrative capacity of the Authority, acting in accordance with recent legislative measures to implement the NRP and provisions on recruitment in the civil service.
The competition, which is open to candidates with a higher education degree, is divided into two professional profiles with precise assignments on a territorial basis: Code 01 (1,500 posts): Assistant for protection, reception and supervision for heritage and cultural services (Professional family “Promotion and management of cultural services and heritage education”); Code 02 (300 posts): Technical assistant for protection and enhancement (Professional family “Technical-specialist for protection and enhancement of cultural heritage”).
The distribution of posts covers the following regions: Abruzzo, Basilicata, Calabria, Campania, Emilia-Romagna, Friuli-Venezia Giulia, Lazio, Liguria, Lombardy, Marche, Molise, Piedmont, Apulia, Sardinia, Sicily, Tuscany, Trentino-Alto Adige, Umbria and Veneto.
Applications must be submitted exclusively electronically through the “inPA” Portal (https://www.inpa.gov.it/), after authentication with SPID/CIE/CNE/eIDAS and completion of a curriculum vitae. It is mandatory to have a registered PEC address. Application deadlines are peremptory: the contest officially started on Dec. 11, 2025, and closes on Jan. 10, 2026 (11:59 p.m.). A participation fee of €10 is required, under penalty of exclusion.
In addition to a high school diploma (or equivalent/equivalent qualifications for foreign qualifications), general requirements for access to public employment are required, including Italian citizenship (or equivalent for EU/extra-EU), age of majority, enjoyment of civil and political rights, physical fitness, and absence of prior dismissal or obstructive criminal convictions. These requirements must be met both at the application deadline and at the time of employment.
The notice establishes several statutory reserve quotas, which in total may not exceed 50 percent of the competitive positions. Specifically, there are reserves for candidates with disabilities (Law 68/99), which amount to 168 places for Code 01 and 40 for Code 02. Additional reserves are allocated to volunteers from the Armed Forces (30 percent), volunteer operators of the Universal or National Civil Service (15 percent), and, to an extent not exceeding 40 percent, to personnel who have completed at least thirty-six months of fixed-term service with the Public Administration.
The competition consists of a single written test on a territorial basis, consisting of a test of 40 multiple-choice questions to be completed in 60 minutes. The test will be held in decentralized locations, exclusively through the use of computer tools and digital platforms. The questions cover three main areas: 25 professional questions: 10 common to both profiles (on administrative law, criminal law, Digital Administration Code, state accounting, EU law, English language A2 and computer science), and 15 code-specific questions (e.g., for Code 01 on occupational safety and marketing; for Code 02 on archaeology, art history, museology and excavation techniques); 7 logic-deductive and critical-verbal reasoning questions; and 8 situational questions related to organizational and management issues, aimed at assessing judgment.
The maximum score is 30, and the test is passed with a minimum of 21/30. The grading system will award +0.75 points for a correct answer, 0 points for a non-answer, and -0.25 points for an incorrect answer, with a slight variation for situational questions. There are no plans to publish a database.
Duly registered candidates are required to report on the appointed day and time, under penalty of exclusion. There are dispensatory measures and additional time, adequately documented, for candidates with disabilities or DSA, and the possibility of conducting asynchronous tests for candidates who are pregnant or breastfeeding.
The examining board will prepare final merit rankings based solely on the score of the written test. These will be validated by the RIPAM Commission and published on the “inPA” Portal and the MiC website. The winners, who will be notified of the outcome, will choose the place of assignment according to the order of the ranking list, with priority given to those with Law 104/1992. The Ministry reserves the right to fill any unassigned positions by scrolling through the lists of successful candidates in neighboring territorial areas with the highest number of successful candidates.
