A competition for archaeologists in Sicily: in fact, the Sicilian Region approved last December 23 the call for public competitions, based on exams, aimed at the full-time and permanent recruitment of ten non-managerial staff units with grading in the Area of Officials, former category D, professional profile of Technical Specialist in Cultural Heritage with archaeological skills, identified by the ARCH Code.
The notice provides for ten total positions, with application of the legal reserves provided for by current regulations. A quota of thirty percent of the posts is reserved for volunteers of the Armed Forces in short or prefixed term discharged without demerit, volunteers on permanent service and complementary or prefixed commissioned officers who have completed their period of service without demerit, in accordance with the provisions of Articles 1014 and 678 of the Code of Military Order. To this is added a fifteen percent reserve in favor of volunteer operators who have completed without demerit universal or national civilian service. The overall reserves, as stipulated in Presidential Decree No. 487 of 1994, may not exceed half of the posts offered in the competition and are applied proportionally. Legal reserves and preference titles do not affect admission to the tests, but are evaluated only at the stage of forming the final merit list.

The test is scheduled for all candidates who have submitted a valid application and may also be held in decentralized locations and in several non-contextual sessions, in accordance with the principles of transparency and homogeneity. For candidates with serious and documented difficulties in dysgraphia or dysorthographia, the possibility of a substitute test is provided, in accordance with the relevant regulations. The examining board, specially appointed by the Regional Department of Civil Service and Personnel, is responsible for the entire procedure, from the administration of the test to the drawing up of the final merit list.
The written test consists of a test of sixty multiple-choice questions, to be completed in seventy minutes, with a maximum attributable score of thirty points. The questions are designed to test the candidates’ legal and technical expertise in the field of cultural heritage. Subjects covered by the test include elements of public law and administrative law, with particular reference to public employment, employee responsibilities, administrative procedure, code of conduct and disciplinary sanctions, as well as cultural heritage law and European Union law. Ample space is devoted to specific skills in archaeology and archaeological heritage, including underwater and preventive archaeology, as well as issues of protection, conservation and enhancement of archaeological heritage, including for public use. The test also includes verification of English language proficiency at the B1 level of the Common European Framework of Reference and computer skills, required at the advanced user level according to the European Digital Competence Framework.
The grading system involves the awarding of 0.50 points for each correct answer, no points for answers not given, and a penalty of 0.15 points for each wrong answer. The test is considered passed with the achievement of at least twenty-one thirtieths. There is no prior publication of the database of questions. Absence from the test on the established date and time will result in automatic exclusion from the competition, except for the dispensatory measures provided for candidates with specific learning disorders and asynchronous arrangements reserved for pregnant or breastfeeding candidates.
The application must be submitted exclusively electronically through the InPA Portal, after authentication with SPID, CIE, CNS or eIDAS. Registration with the portal and completion of a curriculum vitae, which takes the value of a substitute statement, is required. Applicants must have a certified e-mail address or a digital address in their name. The deadline for submitting the application is set at forty-five days starting from the day following the publication of the notice on the InPA Portal, a peremptory deadline beyond which applications may not be submitted. There is a ten-euro, non-refundable participation fee to be paid by the application deadline.
At the end of the written test, the examining board will draw up the final merit list on the basis of the score obtained, applying the reservations and preferences provided by the regulations, including gender equality criteria. The ranking list will be approved by the Regional Department of Civil Service and Personnel and published on the institutional website of the Sicilian Region, with appropriate notice on the InPA Portal. Appeals against the ranking list may be made to the Regional Administrative Court within sixty days or an extraordinary appeal to the President of the Region within one hundred and twenty days of publication.
Recruitment of the winners will take place in compliance with financial constraints and current recruitment regulations. Successful candidates will be hired with a full-time, open-ended employment contract and graded in the Area of Officials according to the relevant regional collective contract. The choice of the place of assignment will be based on the order of the ranking list, with priority given to those eligible under Law No. 104 of 1992. There is a minimum tenure period of five years in the first place of assignment, except for ex officio transfers. All information can be found on the Sicilian Region website.
